Provincial Stadium "Giacomo Basciano" - Trapani, Italy

For the Provincial Sports Stadium of Trapani, managed by the Company F.C.  Trapani 1905, Urmet created the entire video surveillance system.

The CCTV system installed led to the achievement of the 4 main project objectives:

  • To ensure the safety and surveillance of spectators, operators and spaces inside the stadium (maximum capacity of about 10,000 spectators) during sporting events and the public area surrounding the sports complex that allows access.
  • To reduce the risk of vandalism and unauthorised intrusion.
  • To provide for the possibility of prompt response to emergencies or incidents within the infrastructure.
  • To improve the overall safety management of the area.

 

ANALYSIS AND DESIGN

The stadium, as a sports facility with a capacity of more than 10,000 units and used for sports competitions relating to the game of football, must comply with particular provisions regarding the design and installation of video surveillance systems, referring to the Ministerial Decree of 6 June 2005 and the Technical Standard CEI EN 62676.

In the design phase, the choice of systems and devices was particularly affected by the identification of the target, for which the legislation provides precise technical performance for the devices used.

In addition, following an accurate analysis of the levels of risk and consequent definition of objectives to be pursued in the various monitoring areas, a HIGH level of risk has been decreed for the structure, because it is used for professional competitions with spectators and fans.

Having defined the level of risk, the coverage and surveillance of the strategic points, the definition of the resolution of the recovery equipment with reference to the MDORI (Monitoring, Detection, Observation, Recognition and Identification) method and the performance defined by the IEC EN 62676 standard were examined. These parameters have led to:

  • Selection of cameras suitable for surveillance needs (fixed, PTZ, turret, etc.).
  • Defining optimal camera positions to maximise coverage.
  • Design of the communication network for the transfer of video streams.
  • Choice of the registration and record management system (NVR, dedicated server).

 

THE URMET SOLUTION

Urmet responded to the objectives and specific needs with a solution that led to the installation of a dense network of different devices, including:

  • More than 80 dome and bullet cameras, strategically located in various areas of the stadium, such as stands, entrances, corridors and parking lots;
  • 4 Nvr 80 channels;
  • 4 21.5” full HD monitors and 2 43" led monitors;
  • PoE switches and converters;
  • Management software, Neius Control.

The installed cameras of the Neius Platinum series are ideal for application in this context, as they support the most advanced functions of the second generation Video Content Analysis developed with artificial intelligence: Tripwire and Double Tripwire, perimeter, object abandonment, lost object, wandering, running, parking, heat map, crowd, abnormal video, abnormal audio, demography (people counting), in-service detection, safety helmet detection, automatic tracking (Auto-Tracking), face capture, man and vehicle classification.

The Starlight type, for colour night vision, allow high-definition video recording, are compatible with the Onvif system and have high mechanical and resistance characteristics thanks to the IP67 degree of protection.

At the communication network level, the cameras refer to the server room equipped with NVR digital video recorders of the Neius Platinum series, in charge of controlling the various areas of the stadium and managing the video streams of a large number of cameras.

The entire video surveillance system is managed in the control room, which has a number of monitors useful for simultaneously displaying the footage of all the cameras in operation, in addition to a dedicated monitor for each operator. The monitors installed have 4k or full-HD resolution and are designed to operate continuously in video surveillance systems without the risk of over-fatigue.

The entire system is integrated with the Neius Control management software, the heart of centralisation, which allows the control and recording of images in real time with the possibility of sending video streams to the Police Headquarters' operating rooms.
